How many head are you dealing with approx?

Is this the Yorkton, Porcupine Plain area of the province?

The avenues you want to address is the RCMP. SPCA avenues---they have the most "Clought" and if fines come down the SPCA can do it.

Your Municipality act could also have a bylaw---regarding animals at large.

Hopefully get the RCMP involved in the case somehow.

Shooting them --donate to food back---This will be a "known case" and what butcher shop wants to accept them---This is when CFIA would come in and fine the Butcher shop for acceptiing those animals. If you go this route you have to get clearance from CFIA. If Yorkton is your area the head CFIA vet is one that might be "reasonable" otherwise you cannot reason with CFIA.

Otherwise CFIA and CCIA are as useless as "buck teeth on a toad sucker".

Are you close to First Nations. I have before worked with them. They could be an alley in this case???

Not sure about Sask, but in Alberta you would call a Brand Inspector first. They deal with the Stray Animal Act here. I've dealt with situations like this and it ended up in us(Brand Inspectors) seizing livestock, SPCA taking the owner to court, and getting a court order that they can never own livestock again. Periodically one of us drives by there while in the area to check.

I hear your frustration though, it's maddening dealing with someone like that. I would suggest looking up the Brand Inspector in your area and go from there.

Not quite the area you are thinking of. I remember seeing something on tv about a porcupine plain incident a while back, that's another story though, if I remember correctly cattle were starving they had to get a cat to dig a hole and bury the dead ones. there was film footage of the loading of the cows on trucks but what wasn't filmed was the next morning or one after there were 3 semis lined up with those same cattle being given back to that guy.

Thanks for all the tips, I think the best action probably is round them up somehow and see where that goes, not sure how that could be done.

Good point about the food bank thing with the slaughter facility. As mad as we are we know the animals are not to blame they are getting thinner by the day, they were getting by because alot of the fields that were too wet to spray had weeds etc above the snow but snow is getting harder and more of it so not much out there for them.

What can the natives do to help? Are there any RMs that have tougher by-laws and do those by-laws over ride the stray animal act or vice versa?

The RCMP, many were sympathetic and were frustrated with the situation and frankly the laws, through the years, some not from farms didn't understand the frustration, so didn't seem to care too much, I guess cows eating someone's hay not as important as someone breaking into a house etc, but I think it should be.

This situation there are roughly 12-15 animals out there, but not sure because guys not that far from here say 20 but I've only seen 12. This guy has 85 in a pasture area under someone else's name. Supposedly has a deal to purchase 400 animals this spring, he had 250 not long ago in another area but those ones got loaded up and didn't come back, I have a suspicion some of the guys involved there may have made some let's call it requests that he not have animals in that area again!
