What kind of prices are we talking? I don't know what the freight would be but I'm pretty sure it would be more than the hay. Maybe our provincial governments could pay the freight like the US did last year, but I wouldn't count on that as they are all pleading poverty,even Alberta! The federal government slipped in a little $2.8 billion tax on cigarettes a month or two ago, so maybe they could help out. Unlikely though as they need that money to pay for programs to keep Quebec in confederation and to advertize the dangers of smoking.
