Trujillo did not say what the health rules entailed or when they would come into place.
"It is an agreement that right now puts an emphasis on (cattle trade) between Canada and Mexico but is actually focused on movement between the three countries," Trujillo said."
Apparently, their major incentive is to allow entry to dairy replacements.
