SF3, as you may or may not know with canola accounting for around 2% of the world veg oil complex we are not price setters. However, the demand of 15 million tonnes is for 2015 where additional crush, biodiesel mandate, and customers who gear up to use canola can actually be supplied it.
The biggest problem of the past is the crop was just too small to encourage switching blends and labels and suppliers if one year the supply is there and the next it isn't.
There does need to be a critical mass in the size of cdn canola and careful examination found a good balance at 15 million tonnes by 2015 projecting realistic use demand. Also, 15 mtn is a stretch to make that production by then, i think. The yield curve has slowed down on breeding so it will be a challenge.
You need a big enough amount of product to sell to buy the use of canola in this world otherwise no one wants to bother using it. Your price for canola however will still be mostly determined globally and not directly by either goals of the CCC or our production.
