easy way out: quit growing wheat and barley for export. if the board does such a lousy job why would you want to grow anything they have jurisdiction over? starve the board out of existence or come up with an effective legal or lobbying strategy.

THis is a red herring!

How on earth would this be 'regulated'?

One person/entity is in... another out... it is impossible to enforce! Produce will simply flow to the highest value market... through another entity!

Joint ventures are already doing this now.

Grain growers actually do co-operate with each other... it is growing to be more and more important as folks spend more time marketing their produce!
