          It could be enforced by simple contracting system.

          The only thing i haven't got my head around yet is the
          paradigm of 40% of all grain production being sold by
          one entity and the relationship of it to the buyers.

          If i was a buyer i would get pretty cosy.

            For wheat and barley, organics need an export license, just as you do.

            To get an export or interprovincail licesne, we do a buyback, just as you do

            The buyback has been reduced from what it was. It was so high it stopped sales. Now it is a set price, but often re-set, and varies just enough to often prevent sane, forward, contracting. After all, the Board markets organics.

            For ancient grains like kamut, licenses are issued with no buyback.

                If no-one asks for an export license... none are required!

                Time is money... and the CWB have unlimited access to both our time and money!

                Mission Terminal is a disgusting incestuous mess... that is repeated over and over in the CWB system. It is obviously getting more involved as time marches forward!

                  For a particular variety of barley, ancient variety, I might add, we have sent into the USA straight to a manufacturing plant, for probably ten or fifteen years,the barley must be accompanied by an CWB export license for each and every semi.

                  We have to apply. Every time. Last we sent was right before we went south for the month of December. Changes since then?

                  $0.00 Zero buyback, but we apply and present the license to Customs. The CWB could deny the license tommorow via change of policy at midnight.

                  But a license is compulsory.

                    The only way optional CWB partication will work is CWB/farmers contracts. Individual opt/ins opt/outs is a joke, and unenforcable.
