1. Newspapers
I ran a full page ad in the Leader Post to try and unseat Goodale in the 80's, and also got app. fifteen or twenty carloads of farmers to personally knock doors in his constituency for an entire day, giving each one a schedule and street route. The LPost asked for $11Thou, but I negotiated it to $8, with a "take it or leave it" ultimatum. If you mean it, they don't argue.
I would suggest offering three papers #2 Thous each, PLUS guarantee xnumber of subscriptions. That way, the subscription can be claimed as an expense for the subscriber, which I need. It also makes the numbers for the paper's banker look better. Plus the subscription can suit each subscriber in that it can be for 6 months or one year, or two years. btw, I do have a few executive names for a few of the papers.
Why not go with NP plus G&M, plus Montral's LD. Write for Montreal rag in French, plus I would add French to 1/3 of both English rags. May have a little trouble raising enough subscriptions for Le Devoir, but perhaps a few associations could kick in a few bucks.
After all, you WANT the St Lawrence Frenchies to read it.

Don't whine. Ask for help. State exactly what you want the reader to do. ie "We want you to...."
3. Give Reasons
"We lost $xx on our farm each year". Inhibiting contracting. Compare East and West. Measner's name could be used to show how your money is confiscated. Assure:"Won't cost East any money".
4. Pick three farmers. Not slickies looking to run in some election.... Give the message a different face in each paper. Answer preset time press questions on Skype or some such. (Pay Weber to set up the technicals. He's performed exceptionally well on BNN). Milling wheat in one paper. Feed wheat in one. Export wheat in one.
