Supply management can't be compared to the CWB. The differences are so blaringly obvious they don't need discussion.
The one point though that always gets me is how supply management is viewed. Often, free enterprisers despise it and usually socialists like it. But here's the thing. Supply management is the most capitalist form of business in the country.
What does every capitalist want? To corner the market. Supply management does that. It restricts the competition with closed borders or high tariff rate quotas. Guarantees profit (good management still required).
Freedom? Why yes. Anyone can buy quota if the can swing the finacing.
For people with the mindset of Chuckchuck supply management should be appalling. Only the rich need apply.
With the wheat board, it's only a single buying desk. Wheat or barley can enter the country anytime. Tariff rate quotas don't come into effect until very high tonnages are reached. Anyone can grow any amount or acreage they wish.
