Your asking the equivelent of... Should we upgrade heavy Crude in the Regina Federated c0-0p refinery... or export it all to other desitnations and buy back the finished fuel and oil products.
It is hard to understand how spending Billions in value adding energy/oil products is good business...
But exporting raw food componenets and importing finished items back... is more profitable for grain growers...when it is obvious that the transport cost per unit of value for a food product is much less than transporting raw materials that make it in the first place.
The CWB is a simple seller of produce in a mega world of multiple sellers globally.
Alliance simply needs control over the assets they plan to build. Simple to understand they do not appreciate the idea of the CWB messing with their plans and daily business operations.
A CWB'single desk' monopoly stifles innovation and productivity... because regulation drives decisions instead of best business practices.
