There is a simple explanation for the speed of this legislation. The conservatives know they have an opportunity to move this legilation forward and it's prudent to do that at the start of their mandate. Efforts in the past have had a habit of getting delayed and dragged out overtime. The BOD knows this and realizes this is their only hope. If they wanted to play ball then this process could have happened over a longer period of time. Reality is that the CWB has never offered anything. They should recognized that if they had treated all farmers with some degree of respect they would not likely be in this position. The attitude of all or nothing and no compromise is predicated from the CWB and the single desk philosphy. Should not be surprised they are getting that back from the feds.
