This is a bullshit statement, it's really about your side of the fence.

Imagine a crosswalk and a crossing guard, you walk up. At that very moment you give total responsibility over to the guard. The guard decides when to cross and how fast to move. When it's time to cross the guard holds their hand out, you take it and you feel all warm and fuzzy, half way across BOOM you get run over. If you live you standup and start screaming at the crossing guard because you had no responsibility for getting yourself run over. You will get the crossing guard fired and you sue the gov't for lots of mooola.
My side of the fence. I walk up to the crosswalk, I notice that there is a crossing guard, at that very moment I look both ways and comprehend the traffic flow, I make a personel decision for whats best for my well being. Then I cross.
