Isnt it odd that the current managers of the CWB are creating a new plan to operate in an open market while the current board of directors are fighting to retain the single desk. This whole scenario is extremely backwards.

The CWB BoD will be replaced in approx a months time. The new BoD should be charged with setting the course of the new CWB, not the current managers. It seem backwards to me or am I missing something.

Who is giving direction to the management these days to create a plan that will allow it to operate without the monopoly. Must be the out-going board.

My guess, necessity being the mother of invention: management. And my other guess, the board was never much more than a group that legitimized the process, there were never truly an advisory board which merely restates the earlier question: did they ever do that, which reverts to answer one.

Has anyone ever seen 'leadership' from that BOD? It was a figure head to give wheat board supporters the illusion that they 'owned and controlled' the board. We don't know a single thing about the other 5 non farmer board members, never hear or heard from them. Why?

wd9: Because the five appointed board members were government sucks who got appointed primarily because of political considerations and many were pro open market supporters prior to their appointments.

The board of directors has been tasked the CWB operations side
several times since 2006 with evaluating new business models.
Nothing published for external review but the work has been done. I
could link you into work ARD has done over time.

The operations side has also been experimenting with several new
types of contracts over time. Multiple pooling periods in the case of
feed barley. A payment process related to a sale or series of sales
activities in the case of malt barley cash plus. Cash selling activities
with profits deposited into the contingency fund. 200 % early payment
options. All the other producer payment options. Guaranteed delivery
contracts. GrainFlo. Other programs I may have forgot.

To answer the questions, you would have to have a look at governace
and responsibility. The management of the CWB operations side has a
responsibility to look after the interests of the organization.
Government policy and board of directors change over time - reality I
can vouch from experience as a civil servant. I/the CWB operations
side has to be prepared to react to whatever the circumstance with an
objective of showing value for stakeholders and maintaining service
levels. I/they can't impact change but we can be prepared.

I believe the CWB operations side has the ability to do this. I look
forward to the CWB announcing a number of different programs early
in 2012 that will provide value to farmers/encourage participation and
show cooperation with the other members of the supply chain. If
believe in the CWB as an organization that provides value to farm
businesses, then you will support them in this time of change by
stepping up to the plate and showing your commitment to them by
using the programs they will offer.

What is the federal government's commitment to providing the new CWB a
fighting chance at surviving at least short term? What other choices do CWB staff
have? Will not be easy for staff regardless as the new organization will not need
all the current work force. Reality.

Interesting you went back 20 plus years in your characturization. The current CWB staff is a lot different (my experienc). All anyone can ask in life is a chance.
