"We don't know what the system is quite yet or how we even order cars," says Garry Williams, senior market manager with Scoular Canada.. "We do not know how prepared they (railways) are for power to move north-south versus east-west and how they are going to sort out the car allocation that needs to be necessary for different moves moving different directions."
Williams believes 2012-2013 contracts will be available the day after Bill C-18 receives royal assent. There could even be zero or negative margins as new players compete to establish business.
