I finally figured it out. Despite presiding over the demise of more family farms than any other Minister of Agriculture in Canadian history, Gerry Ritz is actually the farmers' friend!
Here's how it works. The 'Harper Government' goes full speed ahead and pushes the bill on the CWB through the Senate and it is proclaimed into law. If the net results are gains in income for grain producers then no harm, no foul and the serious gloating can begin.
If, on the other hand, the disaster that some predict materializes and grain farmers lose money, then we can file a class action in conspiracy against Minister Ritz (and at least one other player to be named later) and recover all the grain producers' losses through the Courts.
Brilliant! All along while we feared Gerry was being incompetent it turns out that he was actually hatching a truly Machiavellian scheme so that nobody could lose on the dismantling of the CWB (with the possible exception of the Canadian taxpayer). Way to go Gerry!
Everbody better cross their fingers and hope that Justice Campbell's ruling is upheld by the Federal Court of Appeal.
