Hasn't Harper always said supply mangement will never be on the table?
Dairy and chicken quota is real property, and unless he intends to follow the lead of Alberta (who confiscate real property without any compensation-Bill 24), he would have to pay the going rate for quota?
I have no idea what the quota on a chicken is but I think on dairy cows it is around $35K/cow?
How many $billions to buy up all the quota?

Perhaps, but in reality that would be little more than a "regulatory taking"...rendering the asset useless, or greatly diminished? I think just about any lawyer worth his salt could argue that one in court!
Politically it could be a tough go? The CPC base is rural Canada and for a good part rural Ontario. I doubt the supply managed farmers would roll over and play dead? Despite the fact the population actually engaged in agriculture is low....farmers for the most part are viewed pretty favorably by the rest of the population.....a well funded advertizing campaign could make it hot for Harper?
The Harper government can't afford to lose any more friends? They aren't doing that great in the polls. Muclair and the NDP would just love to see Harper try to scrap supply management, without compensating the farmers affected.

Grain farmers had every right to grow wheat and
not go through the CWB. They were told they
could sell it to their neighbors, eat it, move, or
grow another crop.
Now all of us can grow and sell grain to
whomever where we want.
It is a fair system.
The entitled dairy farmer has already enjoyed an
inflated price for his milk because of no
compretition allowed. No other farmers could
even enter the marketlace id no quota was
available His quota-ownership papers should
not reflect yet more bonus. They are his. He
owns them. How much is a threshing machine
dealership worth today? pars

Not exactly tubs. Japan has a 777.7 percent tarriff on imported rice. The farmers there would be devastated by a free trade agreement that would include agriculture. Most countries in the world protect their local food supplies with tarrifs. Agriculture should not be included in the trade agreement, creates too many problems. As a grain producer I am accustomed to the world supply and demand price, protected by rich a crop insurance scheme. Ag just needs to be left out of the trade agreements left up to individual countries to agree to between themselves.

Tubs... good point... problem is agriculture is marginally disciplined by the
WTO. Grandfathering prevails, shameful as it is.
Years ago I sat on a SAGIT.. Ag,Food, and Beverages.. and we were debating
the principles of supply management.
Stu Thiessen was the NFU rep and was extolling the virtues of SM.
I asked Stu how he could conscientiously defend a quota being of greater
value then the herd,flock, and production facilities combined.
He replied... and I quote.. "We haven't figured that out yet"!
