As I understand it, in the past the S&Ds were AgCan's for the two most recent years - currently 2013-14 and 2012-13, and StatsCan's for the previous year - currently 2011-12, the most recent for which all data has been finally estimated/reported. StatsCan does not project hence it does not publish S&Ds until all data is finalized.
Normally AgCan uses the StatsCan's most recent stocks figure, in this case 2012 stocks, as the starting point for its S&D projections. This month this convention seems to have been adandoned. No doubt AgCan has a different 2012 stock figure to the StatsCan figure that shows in AgCan's S&Ds.
