Farmers will now have to pay BIG $$$ to Plant Breeders

I read the Germination Magazine this morning pg 22-23 talked about a how farmers will have to pay an end point royalty. (Article attached below)

I would rather pay my royalties when I buy my certified seed. Collecting royalties on my harvested grain just decreases my profit margin. Isn't there any other way to collect royalties with out costing a fortune?
