About the CWB?

Is it just me or does anyone else think longer than 6 months ago. Cargill I think was first on board to sign a deal with the CWB to handle their grain. Now did they have a basis set????? Not sure about others. Now if Cargill is supposed to move CWB grain it should now be moving correct me if I am wrong and why is it not moving if it is not. I did not sell though CWB but just wondering how this is going over these days. From what I understand grain can go by Producer Car also ummm how is that going???
