Controvercial Ukraine issue with china

So since China is on the sidelines of the deal building Ukaine railroads, elevators, fertilizer plants, in place of cheaper grain of course an uh what is all this infrastructure supposed to cost? Just wondering if its in our best interest to enter such a deal. When you talk about selling grain at a reduced cost it typically does not pan out well in my opinion.
