Gentlemen,
We are hearing some encouraging news from EPA suggesting that the volume rules for RFS2 are likely to be considerably higher than previously proposed. Gina McCarthy, EPA administrator stated last week that their November proposal was just a proposal and that input from the public, including from the biofuels industry, has provided valuable information and guidance. She did not promise a date for the new rule but reiterated previous statements that the final rule is a “high priority”. While we can live with either the original rule or the proposed rule as it pertains to Advanced Biofuel, the issue for us is the uncertainty that EPA’s proposed changes bring to the industry overall. Any proposal to reduce total renewable fuel volume requirements under RFS2 causes financial institutions to wait for the final rule before making decisions. It will be a big help to our financing to have the final EPA rule published.
Note that ethanol price is above $3 again. Vital Wheat Gluten is scarce and selling around $1.20 lb. DDGS remain high and Barley Meal would be selling for over $250 ton today. Barley and wheat costs are lower now than the past 3 years. Montana Advanced Biofuels would be exceptionally profitable if we were only in production today, nearly 50% more profitable than our financial projections.
