Why the hole in domestic oil consumption??

Drops till 2007 374
Rises till 2013 645

Sunflower oil 1994 23
Rises till 2006 52

Pre 1994 was rising dropping till 07 then back to rising till 2013. Nice to see it rising but how can this have happened? Why the hole?
