The first thing the CTA could do is quit rubber stamping increases on freight rates when the railways refuse to do their job.
But really who is kidding who.
Here are some time line facts. Last year at this time ritz said the railways were doing an adequate job. In less than a month he gad a crisis on his hands. He refused to act until the winter weather had passed. Allowed CN to go 5 weeks missing the mandated target so they could move the freight with a higher freight rate so farmers paid the fine thru higher rates. Then ritz rescinds the order prior to winter.
What's the point of the review? It's pretty obvious what the outcome will be.
