    Take Extra Care When Marketing Canaryseed



    The Canaryseed Development Commission of Saskatchewan (CDCS) is urging producers to exercise caution when making sales. This is particularly important with canaryseed since the crop has no payment protection under the licencing and bonding provisions of the Canadian Grain Commission.



    Naber Specialty Grains Ltd. based in Melfort is in arrears on levy submissions to the CDCS. Although the amount declared for submission by the company is relatively small, payment has not been forthcoming despite numerous requests.



    CDCS directors and management have received reports from producers unable to receive payment from Naber Specialty Grains in a timely manner. The CDCS has no jurisdiction in contract or payment disputes, but wants to alert producers to the situation.



    In June 2002, Naber Seed & Grain Co. Ltd. based in Melfort was placed into receivership. Many producers were not fully paid for their grain deliveries.



    Todd Naber was a principle in Naber Seed & Grain Co. Ltd and is also a principle in Naber Speciality Grains Ltd.

      Organizations have controls regarding information about the levy and who pays it and who submits it. I have served on both SPG and Canary growers and not once have I ever seen a list of grower levies. That is staff's job and Levy Central's job.

            If I had canary to sell, I'd be grateful for the heads up. Maybe it's just the "appearance" of a possible conflict of interest.

                      I said that wrong.

                      But the question remains why is this happening again.

                      Is the commission at fault for lack of due diligence with regards to ensuring producers interests are covered.

                      These things can't continue to repeat and send the costs to farmers.

                        With the review of the CGC Act going on right now... why not have Cannaryseed be a grain for the purposes of the Grain Act... they already have grades done... why is this not covered? Whom Exactly is this exemption supposed to cover?

                            BTW,

                            I see the CGC is telling us they are going to include Feed Mills as process elevators under changes to the CGC Act...

                            BY include the Feed Mills for licensing and bonding to provide Producer Security under changes to the CGC Act purposed.
