We have had coverage for our employees for 30 years. it is voluntary.costs very little. We wouldnt be without it.We felt we would feel responsible if someone got hurt.

As with DOT... this becomes about making wages and filling quotas... not about safety.
If we complain; the new world order says we are a target.
If we treat workers badly... we don't have workers as they can go to industry and get a job in a heart beat.
Some good workers on our farms liked the farm work... because in general the exemption of political BS of regs for the sake of gov regulation... was in the past an advantage to everyone especially the worker in particular.
But logic isn't a part of this... and least of all common sense and getting the job done right and safe.

Friend of mine works as a gas operator in a northern BC camp.
You get awards for noticing safety hazards and writing them. Anywhere, not necessarily at work. It's become a fun game. Submit hazard notices found while walking down the street. They get prizes.
This isn't about politics altogether. Facts are, regulations love regulations. They breed paper and the pupal maggots are lawyers. Thousands of them crawling all over feeding on any money found. They excrete a product called CYA. That shit goes on everything!
Experience tells me some of us are naive.
