What are your thoughts on the proposed program?
My thoughts.
1) Complex with lots of questions left unanswered. Still the gap between what the malster will be paying and the farmer recieving with the extra going to _________? Will the program have deadlines like the current PPO or be available 365 days a year? I liked Allan Dawson/Cooperators question about the complexity of the CWB selling into malt barley different markets/impact on the farmer CashPlus price.
2) Note negotiations are still going on with regards to final details but note only with maltsters/grain companies (a done deal on the farm side). Note a firm stand by the MIAC and WGEA but the CWB still has the ability to sweeten the pot/make the proposal palatable for some or all members. I also note the not so subtle threat to stand in the way of new crop business - puts the maltsters in a tough spot given the brewers (domestic and export) can do their malt product buying from the US/other countries. Are farmers interests being represented or just that of the CWB/selectors?
3) Strangely, the program has more application for durum than malt. The heavy discounts from the PRO would disappear if the CWB used their cash durum sales to apply against the pricing products for farmers versus trying to manage risk relative to pool returns.
