    The Other option... an immediate resignation from the CWB Board of Directors!

      The one thing we do have to wait for here and see is at what percentage of world values will cash plus be, 80 percent? 90? 95? Yes it's not a true daily pricing contract ( but what is under the board) I have more than once brought up the ABB style shorter polling periods , cash pricing option, to no avail. But that would require someone making those decisions and that doesn't seem to be in the cards for whatever reasons ( draw your own conclusion here)
      I'm afraid we will not see anything new on the barley front apart from this for the 08 crop year. Waiting on this court case appeal is not going to change anything as the judge in Calgary was correct in her judgement under the law as it stands. A law needs changing and it doesn't appear to be the hill Mr. Harper wishes to go down on.

      We do need to make sure FBR's, Directors etc, need to be made aware that if we are to see any benefit or should I say usability from this Cash Plus idea that the offer be as close to the current world contracts at any given time and the retained amount for the dividend (leftovers or scraps if you will) be very low.
      If this is the system we have to try, and being as the offers will be tied directly to contracts there is no reason or excuse why the Cash plus cannot or should not closely follow world values. This remains to be seen.

        To put numbers too and somewhat answer Ron's question in a previous thread, the CWB cash plus and any maltster incentives/quality requirements should be $6/bu plus. $5/bu might be a good initial payment (under the name cash plus) for something with an act of god clause/basic quality parameters. $5/bu would be unacceptable in the current for a firm/no wiggle room malt barley deferred delivery contract.

        To stubblejumper - Why is this an improvement over current initial payments let alone what farmers are asking for? It will be curious the first time a farmer takes the cash plus price and then sits down with the maltster to negotiate all the other terms of the contract including premiums/discounts. Why not have the whole price negotiation occur between the maltster and the farmer with the CWB supporting the farmers information needs?

        I assume there will be no government guarantees on the payments. I assume there will have to be another contingency fund to handle risk which hopefully will not be blended with the current PPO one.

          OK STUB;

          Where is our no cost export license, and where do we apply to get it?

          How do my grain marketing partners (that compete with the CWB) get their no-cost free export license... like they do in Ontario for barley or wheat?

          Where is the ability to direct contract with value added malt/human consumption value chain members... that sets aside CWB "single desk" extractions from our produce chain... which in turn provides transparent flow through price signals!

          If we growers will not be paid properly for our barley... the barley innovation and critical mass does not occur.

          The Western Grain Marketing Panel, over 10 years ago, told the CWB to give growers no cost export licenses... again... why is the CWB not issuing them.

          Finally,

          STUB... in the plebiscite, Tom Jackson voted for the CWB to get totally out of barley. I don't see possibly how Chairman Ritter an say he met the requirements of folks like Tom, who know the CWB simply distorts the barley market, and adds no real or moral benefit for growers marketing barley grown in the "designated area".

          If the CWB had decided to allow competition... avenues growers like Tom could choose to avoid the CWB totally... it would have gone a long way to exercising common sense intelligence... NO permit book requirement... no grain transportation restrictions... no chunk off the top to watch Tom and ability to steal his innovations and ideas.

          Billions have been lost on barley/feed grains in the "designated area" because of the CWB... and the lack of accountability and transparency to the global market place. This subsidy/distortion... is causing huge grief for our livestock sector in Canada now.

          The CWB managers are responsible.

          They could have allowed the global market to build the livestock sector in the "designated area"... instead of CWB policy.

          The beat goes on Stub... denial isn't just a river in Egypt... it is alive and well in Major Winterpeg minds!

          Row that boat down the river Stub... you will soon see the Mediterranean... but don't be surprised when you smash into an ice berg!

            As I understand it the cash plus is a prmium over feed be it .50cents a dollar $1.50. It will have no relevance to world prices minus freight.
            Conceivably farmers could end up with less $$ as malt is a compleatly differnt grain than feed.

                  Are you that blind or is it that you choose not to see? The point Tom has made over and over and over is that marketing freedom gives everyone the ability to decide what is right or wrong for themselves and their farms. What he continues to spout, as you like to put it, is cold hard fact. Open your mind and lets move out of the dark ages and into a new age of prosperity. Let us all respect the rights of our fellowmen and women to conduct their business the way they see fit.

                    and stubhumper..who in the hell made single deskers GOD????, it was Tom's opinion and I voted the same way, and Ritter is not providing what I voted for......unless we get a open market for barley i will seed oats and peas along with my canola.....all crops I contract directly with buyers and the crops that have carried my farm, it was not the power of the single desk that still has me farming, it is the power of the single desk that has cost me many $$$$$ over the last twenty years

                    oh, and by the way

                            As I understand it:

                            CashPlus guaranteed farm price is based on sales prices. (Not a simple premium over feed. Sorry, Deanna Allen is wrong. I'm sure it wasn't the first time...)

                            I'm told that if the CWB has two sales to satisfy - at different prices - the CashPlus farm price is based on the LOWER price. Rumour also has it the price is to be 90% of the lowest price to be satisfied.

                            After making a sale of malt and pricing the barley from the CWB, maltsters will have 2 weeks to cover/originate from farmers. If they can't do that within the two weeks (because the price is too low) then the maltster has the option of canceling all or part of the deal with the CWB (and to its customer - now THAT's good business!!!).

                            If he doesn't cancel, then that maltster wears the risk that he won't get the barley in without paying more (but remember - he's already paid for the barley to the CWB). This is what the CWB calls risk management; make others wear the risk.

                            This is not price transparency. All it is, is showing 90% of the worst sale the CWB has made recently. Not the market price.

                            In an open market, if the market is $320 one day and $370 a week later, there's no one there to say, "Farmers, keep selling at $320 until our sales are covered. After that, we'll tell you what the market price is for more".


                            How the CWB can say this is what farmers wanted and what the industry needs is beyond my sense of reality.

                              funny thing is that some people are already feeling that we will have to put up with this program for this year.
                              WHY? the CWB is going to break the maltsters sooner or later, how long can they go with out getting contracts for barley after Aug 1? how many sales can they miss? what are their alternatives?
                              SO what has to happen? its up to us, either don't grow barley or get out there and really start bitching about it. Write letters, call your MP, call your CWB director, friggin get your maltster or grain company to write you a contract!!
                              The government won't do anything if we don't get out there and start telling the CWB that this is not what we want. not even close!!
