Removing KVD is anything but gutting research, private or public. Under KVD, wheat breeders are essentially forced to select for a multi-gene trait (KVD) that adds no value to a variety.
A bushel of KVD conforming wheat is worth no more than a bushel of KVD non-conforming wheat on the world market (all else being equal). But the research costs behind it are very significant. Not to mention that it very likely came from a variety which yields 10-15% than its international counterpart.
Removing KVD will likely keep our excellent wheat breeders here in Canada rather than pushing them to flee the regulatory burdens here for greener pastures to the south.....or east.......or west.....or north (well, maybe not north).
