I would like to know how these lower varieties got registered into CWRS in the first place if they don't meet specs.
Or are we on a sliding scale for specs that we will never make top class they will just keep moving varieties to different class.

Who's your master bucket? Lets deal in facts, not rhetoric and conspiracy theories.

I'm assuming that there is a range of gluten strength that CWRS falls into when varieties are developed for that class. Breeders obviously breed for the range, but when we grow too many varieties that are barely in the bottom of the range, the overall quality of CWRS suffers. We're obviously getting complaints from our customers, and the Canadian Grain Commission would be the ones dealing with the complaints .

Canadian CWRS is highly desirable for it's blending ability with our buyers lower quality home-grown wheats. While I'm not happy about losing one of those varieties on that list (as it makes up the bulk of my CWRS acres), I'd be even less happy about losing those markets that choose Canadian wheat because of the gluten qualities they need.

And no, not all protein is the same. You can have high overall protein but low gluten strength all at the same time. Gluten is only one of the proteins present in wheat.

Midge resistance, sawfly resistance, fusarium "tolerance", standability, protein, ash, disease resistance.... No silver bullets. I wonder if the move away from KVD will help, at least it doesn't have to look like... whether that is a good thing or not?

It is kind of interesting that the highest quality variety in this class is a US wheat variety. The best milling wheat in CWRS comes from NDSU, so American wheat is not always inferior to Canadian wheat in milling quality, Glen is at the high end of the quality scale

Still want to know how this is all going to be regulated to protect the producer.
Farmer signs an affidavit that he is delivering AC Barrie (cwrs) He delivers AC Barrie.
The truck before him was delivering Lillian and thee was an in house transfer of Carberry all going on at the same time.
The prob isn't flushed between trucks, with all the goings on in the elevator the samples get mixed up because they all look alike and things happen (more than we think).
Grain goes to port and is loaded onto boat end user discovers discrepancy in quality and mix up is traced back to farmers sample so he is charged with loss of sale on boat load of grain.
How is this all going to be monitored? Grain probes that the elevators use are not even approved as official sampler by the CGC yet farmers have to take payment and responsibility based on that sample.
Farmers in many cases don't even get to see their samples and have no access to them however the elevators have full access but have no liability if they mix up farmers samples.

This whole scenario will only get worse when we have UPOV91 is implemented and farmers have to start paying royalties on every kernal.

wmoebis UPOV 91 is implemented and you already pay your Royalty on the certified seed you purchase. If you buy seed from a neighbour and don't pay the royalty, UPOV 91 ensures the seed owner can go after you for that Royalty, but it was not legal to "brownbag" seed to the neighbour under UPOV 78 either. Only difference is the seed owner can go after you if you didn't pay the Royalty.

If you're talking about end point Royalties(EPR), they could have been implemented under the old rules. I'd rather pay on the seed and not have an EPR myself, UPOV91 makes that option more viable.

Yes talking about EPR. When/if implemented.
My point is how does a farmer protect himself when the cards are stacked against him and no rules to protect him?

If his sample is found to be of wrong class because of a mix up at elevator how can he prove his innocence when he has no control of his sample. Is his affidavit binding or is the sample binding?

Under the current system, I can't see how the heck they could hold the farmer responsible. You could always claim the sample was mishandled, and it would be easy for some lawyer to find an example of it having happened somewhere. It would only be provable if it was some BTO who's crop filled the entire train.

I have seen wheat samples that when asked to be reinspected and were dug out of back storage rooms had somehow changed to barley.
