Farma, no, it means that it will get to that temperature faster because of the wind removing any retained heat or in the case of warm blooded things, needing more insulation to keep warm.

The windchill is an index or equivalent temperature with no wind.

We have seen it , a few years back neighbor had canola on smf. It was -3 but with a 15 k wind all night . Froze canola right off, would not have with no wind.
The reason I say that it was a north west wind and the only canola that survived at all was on the south east side of a bluff . Even the shelter of a few football sized rocks was enough to form a small triangle patch of canola on the east side of the rocks.

Over night -2, but there is some fairly big crop already as a few BTOs were going as early as April 8th. First in for most was durum, lentils and peas. Fair bit of ice on the water dishes so maybe wasn't all that cold but maybe froze for a long period of time.

Any heat radiating from ground gets pealed away pretty quick by wind chill so yes windchill is a factor.

Tickler - Heard -5. Was below zero before 10PM. Another guys canola up across the road from where I'm seeding. Might poke in an see how it made out.

From what I hear plants were black mush by 9 am when they thawed out in places
