It's an exclusively western issue, only affecting about 85,000 grain growers in the West.
It's also a quintessentially Canadian issue — collectivism clashing with individualism, and raising questions as to the appropriate use of government authority......
Then this:
That all-or-nothing view is always heard when the board's monopoly is questioned, but it seems a weak argument. It's difficult to see a 70-year-old sales institution crumbling just because a relative few opt out. The independents couldn't compete on volume, for one thing. And if so many would bail out that the board's existence actually was threatened, one has to wonder why such an unpopular agency enjoys monopoly authority.
