    This is What the CWB Act is, NOT just marketing:

    established by the Parliament of Canada in 1947 as a national licensing agency for all of Canada for wheat and barley( now only), and a regional marketing agency for wheat and barley, for the Designated Area consisting of Alberta, Saskatchean, Manitoba and parts of British Colombia.

    The purpose of the Wheat Board is NOT, according to the Act, to create a level playing field for all producers; rather, it is the following, as described in the Act, and should be replaed by this:

    5. The Corporation is incorporated with the object of marketing in an orderly manner, in interprovincial and export trade, grain grown in Canada.

      Go to www.nisaclaim.net and go to info given to lawyers and Nov 15, 2007 for a sampling of the pooling co-ops court cases set up to equalize sales for export and processors. There are lots of these cases dealing with unjust taxes verses contractual fees between the crowns and producers. The crowns should have known this on the NISA issue as well. Alleged criminality again. Should ought too have known.
