Who started the rumour that a large crop is all for sale?

If an acknowledged large crop were balanced off with an equally strong notion that it just isn't all available for firesale prices; what would happen?

The market still belives we are in desperate need for cash. I think for the most part the bills are paid for now.

That's a very good question. Furthur if the cwb decides to only accept 75% of the crop that takes some of the tradeable grain out of the market. Which should provide some balance. If you are currently looking at sub $5 peas there are very few available. That should send a message that prices have to move higher.
