SK3, u summed it perfectly in your post i attached
below. This is exactly how the graincos have been
buying grain since December, slow and steady at $3
to $4 bu net margins.
Tandem007 may get a nice bonus from his
employer this year.
Every day at the Local Cargill or Pioneer farmers are
coming in asking price of canola and selling a little
and they are taking that. Little by little fill boats with
under nine canola and wheat below 5 and presto
when finally get it to coast sell for 12 and 10 and
who makes the profit here. Follow the money.

I think both SK3 and Tandem are right. Weak
basis is the signal they don't want or need more
grain.
But farmers need cash flow. So they spot sell to
convert some grain to cash. Grain cos trade the
basis. They make a bundle shipping the grain
they spot bought to a customer trading the very
weak basis for port basis. This unfortunately
keeps the elevators more full and less able to
receive already earlier contracted grain.
I admit to not knowing this for sure but it is my
best theory.

I do have to agree with Tandem. To large degree
the large basis is a message from the grain
companies, it's a way to discourage sales. BUT
remember it is a symptom of the first problem and
yes they will benefit from it.

Its a easy scam, Push all the attention on the Railways, Have a minister who first says they are doing a great job then gets the memo months later their is a problem.
Tell farmers to buy buy buy, you need to grow a crop in 2014 again just as big so book buy and prebuy all you need.
Oh contract with unreal basis is the only way you will be able to move grain in fall of 2014 or even as far out as 2015.
Delay deliveries of guys with contracts over and over again. Once they need cash badly you got them to.
AH its like shooting fish in a barrel.
Printing money isn't this easy.
