    TORONTO (AP) -- Canadian Prime Minister Stephen Harper triggered an election campaign Sunday and set the vote for Oct. 19, when Harper and his Conservative party hope to earn a fourth term after almost a decade in power.

    Analysts say the election is a toss-up and Harper faces an uphill battle to form another majority government. If Harper wins he would become the first prime minister since Sir Wilfrid Laurier in 1908 to win four consecutive elections.

    The prime minister dissolved Parliament Sunday in a visit to the governor-general, who serves as Canada's formal but mostly ceremonial head of state.

    Harper has managed to nudge a traditionally center-left country to the right since coming to power in 2006. He has gradually lowered sales and corporate taxes, avoided climate change legislation, supported the oil industry against the environmental lobby, increased military spending and backed Israel's right-wing government.

    Harper, 56, said the election is about keeping the economy strong and Canadians safe from terrorist attacks. He said now is not the time for inexperience and "political correctness," referring to the opposition leftist New Democrat party.

    Analysts say a minority government in Parliament is likely no matter what party wins the most seats in Parliament. That would mean the winning party would have a shaky hold on power and need to rely on another party to pass new legislation.

    A coalition government between the leftist New Democrats and Liberals is also possible.

    Analysts say the opposition New Democrats, led by Tom Mulcair, 60, have a chance to gain power after winning an election in Alberta, Canada's most conservative province, a few months ago.

    Liberal leader Justin Trudeau, son of late Prime Minister Pierre Trudeau, is also in the running to be the next prime minister. But he has trailed in recent polls after Conservatives have run several attack ads saying the 43-year-old not ready for the job.

    h)Right to assisted suicide (Recent SCC ruling)
    i)Right to religious freedom... or no religion at all;
    j)Animals ruled to be protected as are sentient beings;
    k)Farmers need 'Social License' to operate;
    l)CO2 taxes in most provinces in Canada;
    m)Eco Wind and solar power encouraged and subsidized;
    n)strict water regulations in most of Canada;
    o)very strict air pollution regulations on new vehicles and machinery (Ag and Industrial)much stricter than EU)including paint volitiles;
    p)strict fuel consumption reductions implemented
    q) super low sulphur diesel fuel(Lower levels that EU)
    r) New ship regulations to clean air and ballast water standards;
    s)strict new trucking regs for driver hours and maintenance;
    t)strict new regulations on rail to increase safety with dangerous goods moves train safety;
    u)strict new immigration rules for temp workers etc.
    u)strict new fishing regulations
    v)strict new logging and replanting regulations;
    w)strict new environmental rules for mining and oil developments;
    x)vast recycling programs on containers etc
    y)very strict feed regulations and animal rendering regulations;
    z)super tight food regulations and recall criteria...

    It goes on and on ... vast majority of which have been implemented and strengthened in the past 10 years.

    If this isn't a left of centre socialist utopia... set up under a very Liberal conservative gov... then the words 'classical liberal' have been exchanged for ''classical conservative'

    now if this govt. was libertarian , about free enterprise , with anti trust, anti combines laws , you would not need a paint brush. while i would hope they had a social conscience.
    i could handle that.


    funny if any other govt. had cost each farmer the 100s of thousands this govt. has .

    you would be the first to strap yourself to the RR tracks in protest.

    but instead your painting your conservatives
    with cheap paint just to get thru the campaign .

                  Here is the question for the pro harper people.

                  What's he done to improve canada?

                  He cratered to the railways. Never once questioned the graincos. And he didn't finish the job of the open market with a system of transparency.

                  The guys that still say the cwb is gone don't realize the same things that they hated about the cwb is still going on today. Only worse.

                  Canada isn't safer. We went over to the middle east with no real reason and basically told the terrorists to come to canada. Basically why did we need to poke the rattlesnake? It's a no win situation.

                  Sure I voted conservative the last election. But I see nothing that makes we want to vote him in another 4 years.

                  Even a simple question like why have a long election that he knows costs the taxpayers more money gets spun into playing by the rules. Wtf.

                  Harper won't run again after this election. Sort of surprised he's still in this one. But that means if he wins a majority or minority they are still looking for a leader 6 to 12 months after the election is over.

                    The fact we get to choose the lesser of evils should scare the hell out of everybody but who cares chopped canada is on and kim kardasian is turning into man this week so who cares about the current account numbers maybe one in a thousand know them and in a 24/7 365 day a year news broadcast they get five seconds of air time so everything is going to be fine.

                          Definitely a left leaning country to a point, i think there's still a large portion of people that prefer more conservative policy's ( silent majority?) and to all the Harper-phobyists, grow up! Harper is well respected internationally, we saw or felt very little effect from the 08 worldwide meltdown, the country is running smoothly while a lot of the world economies are stumbling. If canada is such a bad place according to a lot of angry-villers, why do so many people want to immigrate here? There's always room for improvement, but life is good in canada!

                              and how well would we have fared in the 08 meltdown if before it , the conservatives had run the show.

                              when the Cdn. banks wanted in to all the crap that sunk the US Banks .

                              Chreighton or Martin said no.
                              the conservatives were all for deregulation of the banks.

                              and Harper in opposition wanted Canada full in in the Iraq war.
