Considering they wanted to help themselves to the rest of the countries resources for the last hundred years, they will continue to want to do so for the next hundred. I.e. NEP, equalization payments, and now this small biz attack.

Klaus. Where are the stats on Ontarios GDP and per capita? You seem to avoid the elephant In the room.
Small populations plus large resource sectors in the west. So what is your plan once the resources are depleted? Spending one time resource revenue on day to day operations is a fools paradise. Norway figured this out. Take away oil and gas and western Canada's fortunes look a lot less exciting. I would argue that the boom and bust resource sector had been a drag on innovation in the west. hard to start a business when everyone wants $30 an hour.

A similar argument could be made about Saudi Arabia. Huge per capita GDP compared to India, Somalia or any of the other countries they bring migrant workers in from. Are the Saudis smarter or harder working than those other countries? - no they just happen to be sitting on top of huge oil reserves. Same thing with Canada, Alberta and their migrant Newfies. Luck of the draw where the oil/gas reserves are.
