Feed Barley graph on Alberta Grain Commission website

Every two weeks the Alberta Grain Commission posts on their website a graph illustrating feed barley prices for Great Falls, Portland, and Lethbridge. The graph illustrates the difference in the price of feed barley in these three geographical locations. The CWB feed barley PRO is included in the graph for comparison purposes.

I note that the Lethbridge cash price is Instore Alberta. Does that accurately reflect what I would get delivered into a Lethbridge feedlot or is there additional basis to be deducted? Do you have some idea how Winnipeg establishes the basis that they are including?
