Harper was in hibernation.BC was not controlled by the Green party and there was not a extremist President to the south.Trudeu is for a pipeline.How many anti pipeline protests were there with Harper.?His government went into hibernation for an election 3 years in advance.Sask and Alberta never pushed any issues with Ottawa in fear of negative results .It took a NDP government in Alberta and Liberal government in Ottawa to try and get things going.

New guy, please google before you post. harper was in charge when the first leg of keystone was built. He was Pm during 8,000 km of new pipeline construction capacity and greenlighted thousands more.
