But joe bloggs can go to local harware store and buy glypho for garden no questions asked

Sounds a bit excessive but when you have aholes running around in 40 km/hr winds at 20km/hr and bragging about getting done and who cares about anyone downstream,its about time they got put in line.TO bad we will have to pay.
