I think the problem is that too many citizens don't know/understand, the extent to which, they need to be taxed in order to pay for all the "free" public services which are available to them and or others, that they receive right now. What I mean by "available to them or others", would be something like Medicare,,,where even though you haven't used the system for 5 or even more years, you still pay each year in taxes, just for it to be available to you.
People paying $10,000 - $20,000 in taxes think they are paying their share, but it doesn't come close to covering all the government costs, for all the available public services to them and each of their family members.
I believe the number is closer to $50,000 per year in Prov and Fed taxes to pay for your proportional share. A lot of people don't even make that much money in a year.
