PLEASE REMEMBER... SEED GROWERS ARE NOT GIVEN ONE CENT, OR ALLOWED TO KEEP ONE CENT OF THE [the seed variety] ROYALTY 'SEED TAX'.
SEED GROWERS ARE RESPONSIBLE TO SUBMIT 100% OF [the seed variety] ROYALTY 'SEED TAX' due on the planting seed... irrespective of whether or not there was enough margin in the planting seed sale to the commercial grain farmer... this planting seed was provided to.

How exactly the seed variety payment due... that the ROYALTY 'SEED TAX' is fairly collected... is the issue that is truly the point of contention.
