Meterologists have been producing weather maps with highs and lows and other features on them for many many decades. Weather balloons go back to the late 1800s. Take a look at their history.

Modern aviation requires lots of information about jet streams for navigation.
Its likely that climate scientists have several decades of post war historical jet stream patterns to compare.
Since climate scientists are saying that climate change is likely affecting the jet stream and producing more blocking situations, I think we should assume that they have the evidence and data to make that statement.
