True, a young life was lost, but why not charge on a negligence charge, rather impaired operation of a motorless canoe?

I’ve heard of people getting busted on a bicycle. Also seen someone the other day riding their bicycle and talking on the phone. Wonder if they can get a cell phone ticket? Which brings up another pet peeve, ever watch people you meet on the highway? They see its not a cop and boom head down back on the phone, big trucks and all.
