Why isn’t Churchill used for oil transportation?

Have you heard of the A2A railroad proposal? Alaska to Alberta. Can be seen here:

Alaska senate voted 19-0 in favour of improved rail access to lower their cost of goods.
Overall very interesting infrastructure idea that would get more Alberta oil loaded into super tankers. It appears Alaska is 100% in favour of more economic activity.....unlike BC.

Hopefully they eventually include a oil pipeline on the same corridor. (Two separate groups appear to be competing to complete this project.)
