Yeah, there’s nowhere else in the world like it. No other countries have that kind of infrastructure. There can be no comparison with the virus spreading in America vs anywhere else.

The 1st question you posed provides the answer to the leftist dilemma - arrested cognitive-spatial development.
It's a quandary - allowing them to remain in their impaired state, or trying to improve them in order to reduce harm to broader, responsible society.
And then there is the problem of them getting into leadership...
