So I watched the video of the arrest of Chief Allen.
My opinion is this.
Although the second officer may have been a little rough; what I saw had nothing to do with race. Which DNA is responsible for total a--hole?
8 minutes of harassment of an officer trying to do his job.

Put one group against another

You need to view this from the perspective of one of the apparatchik elite at the top of the food chain, instigating and profitting the oppressive policy, in order to appreciate Chuck's point of view. Stalin's henchmen thought communism was great too, until the system turned on them too.

Respect the law and no issues .
Break the law , resist arrest and regardless who you are , race , colour whatever and expect repercussions.... but blame everyone else , it’s way too common nowadays
