    Prorogation

Prorogation halts all committee hearings, those being:

Commons finance committee looking into the WE charity scandal.
Commons ethics committee looking into speaking fees paid by all sponsors to Trudeau and family dating back to 2008.
Commons government operations committee was looking into soul sourced contracts awarded to purchase medical supplies.
And the special committee on Canada-China relations was investigating CPC influence in Canada and John McCallum was to be questioned.

Prorogation also delays consideration of bills:

C-206 - carbon tax exemption of on-farm use of propane/natural gas
C-243 - regulate merchants credit card fees
C-218 - legalize single events sports betting
C-231 - limit CPP Investment Board shareholding in China
    S-211 - outlaw imports of slave-made goods
S-219 - lower the voting age from 18 to 16

There is a serious criminal element in Ottawa. Will be interesting to see how the CBC twists it.

Last time it was done was about 7 years ago when PM Harper did it.
What were the circumstances that time?

Cretien did it during the sponsorship scandal. Harper did it when the 3 opposition partys were going to form government after harper had won a minority government.

Harper planned a balanced budget. Opposition went nuts, threatened to topple his govt. they planned to have the three parties run Canada. Dion as pm, Layton as finance minister, Gilles Duceppe ebnvironment I believe. Harper did it to save Canada. That is how he got forced into deficits. It was either big deficits, or confidence vote. Harper knew how to save this country, so he prorogued.

In the groping blackface case, he is shutting down everything that is dredging up info on his ethics lawbreaking. Seriously, every voter should be forced to watch the committee proceedings. No one could vote liberal if voters were watching. We hear snippets in the news. But we don’t see Chagger caught lying, the groper caught lying red handed, it is all smoothed out by Telford and company in the media.

Closet Boy prorogued parliament twice within a year and a half, here's why he did it Dec 2009 which was the second time Harper prorogued parliament.

                Globe and Mail Dec 30/2009

"Prime Minister Stephen Harper has shut down Parliament for two months, killing a pesky inquiry into Afghan detainees, stalling government bills and allowing the Conservatives to take control of the Senate.

                '

Yes Harper was so squeaky clean, the Progressive Conservative hijacker.
