What happened to consumers paying R&D instead of taxpayers?

If you remember back to the days of hundred plus dollars oil, That was consumers paying the R and D costs on the Shale revolution. We have been reaping the rewards of that investment ever since , And will be for a long time to come.
It still happens, it still works, And the result is a spectacular success as opposed to this other Taxpayer sponsored boondoggle
