That restaurant faces the same thing as the rest of restaurants. Law is rhe law. You change laws by changing the vote at election time not doing whatever you please.
Bdc has been working with businesses and banks if you have equity and have been affected by covid they’re working it through. If you don’t have equity yes it’s tougher but even then most getting assistance. Many small busineses rhe 40 or 60,000 loan is a big deal whereas on most farms it helps but won’t be saving many. And some have been turned down even after they implemented the don’t need a business account thing.
FCC and farmers not so much in our area anyway as mentioned a while back 2 farms were turned down had equity and loans were given to investors to buy rhem out. They contacted bdc and they said not for farms.

Well thank goodness your understanding of business loans appears to be stronger than your knowledge of regulation, policy or law.
But just to help you out a bit, did you know that a lower tier by-law is not Law? And that a lower tier by-law has no standing when it conflicts with superior law?
Here is the order - Federal/Provincial/Municipal. So, no municipal by-law may conflict with or even FRUSTRATE a higher law (Federal or Provincial).
Once you grasp that, you might begin to understand why Adam's charges will likely melt like snow in July when/if they ever see trial.
And if you want to know the "rules" about something, why do you expect someone else to do the work for you?
It leaves the impression that your arrogance is matched only by your lack of ambition. You wouldn't want others to think that, would you?
Question of concern - are you faced with a medical issue, or are current events just pushing you near the edge, like some others?
If you're okay, that's great. But your flip-flopping between lucidity and ranting are most concerning.

So now that we ve determined none of us has to follow any laws that elected governments enact which law should we break next? I don’t want to pay taxes how about you let’s stop.
I don’t want to obey school zone speeds. It will be fine.
Let’s not pay any agriculture ministers salary they don’t do anything for me. Let’s maybe overtake the ministers office why not?
What rules and who’s going to decide which one of us can pick the rules we obey or not?

Another store opens it doors - look for drastic crackdowns to follow.
These governments have created a terrible, terrible mess. China is very, very happy.

Ford has gone full out dictator on small business, yet Kenney and Moe are hesitant to chase the big box bribes, maybe they didn't get the same check as Ford and Pallister? Im looking for the wedge issue here that splits the country in half, it's coming. Anyone notice Sask created a "ministry of independence" a week ago? Unless you follow the Buffalo party, likely not. Im not convinced the AB and SK premiers are not on the take.
