    The solution to the all the chaos will be through the countries with the most available resources, history has always been that way. The sooner the supposed rich countries get back to normal the better it will be for the rest of them. Not sure we would ever get out of our basements if it was the reverse

              When I was reading these stories, I started to ask an obvious question: if facilities already exist in Manitoba for the production of vaccines, why haven't they already started producing them?

              The answer: under the auspices of the Canada Health Act, it's undoubtedly illegal for anyone to offer a vaccine for sale privately. Thus, no vaccine producer is going to start up production of a vaccine without first having a contract with someone to pay for it.

              Since sales to private citizens and/or for-profit vendors is out of the question, that leaves only one alternative: your company sits and waits until some government agency takes notice of you, enters into a lengthy period of negotiation and finally signs a contract. It doesn't matter if your product can meet an urgent consumer demand; the main criteria is meeting whatever budget a government authority has deemed adequate.
