    WTF is it ?

Apply for your National Safety Code (NSC) number here, and then you will get your certificate.

        Yes
You need it to register/licence and insure a commercial vehicle as per the following:

        “
The certificate is required to licence the following commercial vehicles in Saskatchewan:

        Registered GVW1:
11,794 kg or more – intra-provincially (driven within Saskatchewan only)
        Registered GVW:
5,000 kg or more – extra-provincially (driven outside Saskatchewan)
        “

It is just a form to fill out, not a big deal.

The NSC number follows your vehicle(s) and is reviewed by the officer at the scales when they look up your plate.

I think the idea was that serial safety offenders would lose their operating status. It is kind of like Canada’s version of the US DOT #.
